Его департамент был со скандалом закрыт Набиуллиной, так как шлейф заказухи в отношении финансовых организаций тянулся за ним давно. Ляха уволили из ЦБ.

В августе Лях вернулся в Россию и возглавил Фонд по защите прав вкладчиков, сместив Сафиуллина. В суд для дачи пояснений по репрессиям ЦБ против «Бест Вей» при этом так и не явился.

Лях задумывал маневр с захватом крупнейшего российского кооператива с 4 млрд рублей на счетах и квартирами на 12 млрд рублей, еще работая в ЦБ.
